A decisive factor for safeguarding that the attractiveness of the business location Europe is maintained and for achieving a positive employment situation in the future will be the ability of individuals to continually train themselves further on the basis of a solid basic education in order to be able to adapt their qualifications to new requirements.

Therefore the aim should be to make vocational training systems flexible and to achieve a permeability between the general and vocational education fields that is as far-reaching as possible.

A concept for reaching this aim seems to be the possibility of obtaining a higher qualification while completing technical and vocational training – i.e. the Berufsmatura concept.

The Leonardo-project EURO-BAC I has made a first step in this direction by developing, and partly testing, standards and teaching material for a Berufsmatura
examination in 8 European countries.

A total of 21 partners have agreed on common contents and levels for the fields of
Mathematics, Tourism, Accounting, Health Care, EDP, Automation and Production Engineering, Electronic Engineering, Motor Construction, Civil Engineering, Chemistry, Aeronautics, German, Business and Law, Key Skills, Modern Foreign Language. In the partner countries Austria, Liechtenstein and Italy these standards and the teaching material, which has been compiled in a guidebook, have already been implemented in practice.

The multiplier project EURO-BAC II aims to adapt and test in practice these products in one of the former partner countries (Germany) and in three new partner countries (Netherlands, Norway and the Slovak Republic).

Two partners, which have already co-operated in the pilot project EURO-BAC I, will develop a new standard – Italian as modern foreign language (Italy) and co-ordinate the evaluation (Liechtenstein); the evaluation itself will be carried out by the Office for Vocational Education and Training (Liechtenstein) as external evaluator.

The increasing number of project partners also leads to an expansion of the European network of countries that have set themselves the aim to develop, through co-operations at European level, a European procedure for the recognition of qualifications (complementing the formal education systems).

Like already the pilot project, EURO-BAC II encourages the acquisition and the transparency of vocational qualifications including key qualifications (general education contents).

Thus, EURO-BAC II leads to an improvement of access to further education and training by facilitating access to higher education, on the other hand it contributes to the recognition of qualifications in the Member States of the European Union.

EURO-BAC II, the continuation of the pilot project, shows how general education and vocational training systems can complement each other both at national and at European levels.

This model also contributes towards increasing the attractiveness of vocational education and training.

The major target group of the project are young people who are completing their initial vocational training. Due to the improvement of accompanying further training, the project also has a positive effect for the enterprises.

The project partnership comprises experts from training and further training institutions, research institutions, public authorities, and institutions of the social partners, which complement each other perfectly and all have many years of experience and expertise in the field of the qualifications concerned. This guarantees a well-balanced work on the objectives of the project.

Due to the fact that the model of the multiplier project EURO-BAC II has been developed and disseminated jointly the European dimension is taken into consideration, which promotes the mobility of the citizens of Europe in the long term.

Project contents

The EURO-BAC II model has been developed on the basis of the objectives of the pilot project EURO-BAC I of improving permeability between initial vocational training and educational pathways at university and Fachhochschule level and of developing concepts that facilitate the exemplary work-accompanying preparation for a Berufsmatura examination. The standards which are necessary for implementation of the various occupation-specific and general education contents have been developed; a guide with learning material has been compiled.

On the occasion of the international educational conference that was held last year in Vienna by the Austrian Federal Ministry of Education and Cultural Affairs, a CD-Rom was produced which presents the project EURO-BAC I in a multimedial format in English. This medium will also be used in the multiplier project EURO-BAC II to disseminate and present the project at meetings and trade fairs.

The multiplier project EURO-BAC II has the following aims:

  • that the four new partners – Germany, the Netherlands, Norway and the Slovak Republic – test in practice the model developed in the course of the pilot project (see enclosed graph);
  • that each of the new partners adapts one of the following standards: Mathematics, Tourism, Accounting, Health Care, EDP, Automation and Production Engineering, Electronic Engineering, Motor Construction, Civil Engineering, Chemistry, Aeronautics, German, Business and Law, Key Skills, Modern Foreign Language and evaluates it in the framework of practical testing;
  • that Italy develops a new standard, viz. Italian as modern foreign language;
  • that learning material is developed which meets the needs of respective new partner country. This material is elaborated in the respective official national language and compiled in a compendium, thus leading to an enlargement of the Guidebook from the pilot project;
  • that the Synthesis Report written in the course of the pilot project where possible implementation modes of the EURO-BAC I model in the national education systems are described is complemented by the contributions of the new partners. This Synthesis Report will be made available in German and English;
  • In the course of the project, three meetings are planned to be held in the partner countries Norway, the Netherlands and Austria. In the first meeting, the Synthesis Report will be discussed, in the second the adapted standards and the learning material will be presented and the procedure in the implementation of the model will be discussed. In the third meeting, which will be held after the practical testing of the model and the evaluation, experiences will be exchanged.

The main target group of the EURO-BAC model are young people in initial vocational training. Further applications are in the fields of further education and training, where skilled workers wish to obtain a higher qualification and university entrance qualifications.

The application of the model, the standards and the learning material will be evaluated in an accompanying study and examinations. This evaluation will be co-ordinated by the partner from Liechtenstein and the Office for Vocational Education and Training as external evaluator.

The report will be written in English and German.

In the final report it is planned to link the results with the main findings of the pilot project EURO-BAC and to present the results of the evaluation of the application in the new partner countries. Also this report will be made available in English and German.

EVALUATION

The evaluation will be carried out by means of a scientific support in the implementation phase. This examination will be co-ordinated by the partner from Liechtenstein and carried out by the Office for Vocational Education and Training as external evaluator. The new partners are to elaborate their reports on the basis of a structured guidebook where the main points of the procedure of implementation, the operational and organisational plans, the target group, problems, etc. are listed. These reports will then be collected, analysed, and interpreted; the results will finally be presented in an evaluation report.

The results of this evaluation report will then be related to the results from the pilot project. The report will be written in English and German.

The findings of the evaluation report will be made available to all those offices or authorities which have an influence on the education systems in the partner countries, viz. school authorities, universities, public authorities, representations of interests, and further training establishments.

One indicator for a successful completion of the project is its effect on the national systems in the form of recommendations which then reflect in national legislation.

Another indicator is a stimulation of the discussion on the integration of EURO-BAC into the European convention on access to higher education to ensure that this qualification allows the enrolment in a study programme in post-secondary/tertiary educational establishments.
